Dogs in Delhi are everywhere. People don't have pet dogs, full stop.All the dogs I have seen are in poor condition.They live on the streets; scavange for food, and everyone just ignores them. Don't ever be tempted to pat one. If you do then there is a good chance that you wont live that long to have time to regret it.
Having said that I haven't yet seen one foaming at the mouth. Most are for better words crippiled, and how they survive in this heat is anyone's guess; but it's a sorry sight.
